Clear explanation. SDPD lit up a bad guy. The bad guy decided to run. The pursuing officer coded out, meaning that he called off the pursuit, but the adjacent beat unit was already responding to assist. The pursued vehicle struck the responding patrol car resulting in the death of a San Diego Police Officer. Collision investigation handled by the California Highway Patrol.

The situation doesn't make sense. What I feel happened is the patrol unit was ahead of the fleeing vehicle. The fleeing vehicle was going straight while the Police unite came from and side street hoping to cut the fleeing vehicle off. The fleeing vehicle basically t-bones the police unit at a high rate of speed.

The On Duty supervisor Called off the Pursuit less than 5 minutes before the Tragedy They Still Flood the Area As Protocol in hopes of Pushing the Suspect out of residential areas, this is sop. However this does not Stop the Suspect from Continuing at a high Rate of speed and Blowing through intersections where Sadly this officer was passing through and Subsequently Was T-boned on the Drivers side resulting in Austins Death and Critically injuring Zachary. even Though The pursuit was called off and Officers were responding to the Area The suspect doesn't Care Who gets in their way. Sadly it was these two officers who paid the price ultimately it is assumed the Suspect was a Juvenile so they aren't Releasing their name as of yet They lost their Life in this incident as well, However as part of Protocol an investigation has to occur and this was handed to CHP as to Prevent any questions of Bias in the Report. this Is the "No Clear Explanation as to why" at this time

A lot of things start as misdemeanors till they’re not. DUI is a misdemeanor till they kill someone then it’s not. Excessive speed is a misdemeanor till they kill someone then it’s not.
