If she was renting the house to her brother then she should’ve declared that income for tax purposes and then she would have had to pay Capital Gains Tax so did she declare that income (if any)? The fact that CGT wasn’t paid suggests not and that could mean this matter goes deeper than a failure to pay CGT!
