A person with a substance problem would not be eligible for a security clearance. Neither would anyone with outstanding debts, mental health issues, praising communist countries.. In the military one of the few jobs people with the above issues would qualify for would be combat or vehicle maintenance. Now that vehicles are computerized they may not qualify for that job. Praising a communist country would disqualify you from the military.
