I found one of these - but with the pencil missing - in a handful of small woodworking bits I inherited many years ago. I asked a few people what it was but no-one knew. Now I shall have to make one for myself! (The one I inherited also had a little round spirit bubble in the top.) Domo arigato!
Do you notice that when you turn on, and especially when you turn off the drill, does the speed increase? This is because the drill is not working at its nominal power. Actually you induce error by turning the peace for 180 degree, if first center punch is not in the middle precisely! What you should do is drill first hole through work peace and bottom helping peace, than move both by some offset and with pin connecting them, than drill second hole on work peace, than offset only work peace and align it with pin...
I think the glue just added a bit more resistance since the hole was a bit on the large side. The glue didn’t stick to the pencil but made the hole a bit smaller.
