Australian here: to make the best hot milo, put in 3tsp of milo into 1/4th mug and mix until it's a foam then add more milk and 1 more tsp on top. Microwave until warm-hot and then mix again. Add another tsp if desired.

As someone who also Despice's Milk. How I make Hot chocolate is I Put the Powder, Hot water, You can do it just like that. But I do add slight milk to make it less hot. Don't heat up the milk this time.
