Well because double the bros means using four buttons to get onto platforms and it's already hard using three buttons in the game to get onto ledges and platforms. If he was the main compainion instead of Starlow, and a CPU ally in Battle then I guess I could except
Because in PiT you were exclusively controlling 2 characters--- I mean, sure, you can have all 4 being "controlled" but even when piggybacking off the Bros. the baby bros. aren't the ones with any input; you only need the A and B buttons. Having PM and PL would require all 4 buttons at once unless pressing A corresponded to both Marios and B both Luigis. But then that would fuck up Bros. mechanics.
The trick to this boss is when you knock copies off petey. There will be one copy on the ground that moves and looks up before laying back down. You wanna attack the moving one whilst its on the ground to damage petey
