What Ghandi ment by " the only alternative to fear is violence " if you are afraid then violence is your only alternative. It's "eye for an eye" not "eye for a leg" or whatever else. Gandhi was inspired and appreciated the teachings of Jesus so much that he himself followed Non violent and 40days fastings. Such teachings should be remembered and followed from generations to generations for overcoming hatreds and violence.

If the police is poorly funded then the police will be less qualified therefore more violent in some cases.
