I've worked for a local government entity in the past and I can tell you the best way to serve a lawsuit is at a public meeting,usually a council meeting, with the mayor, city or village manager, police chief,and possibly the county sheriff in attendance.
I fully agree. File against him with the county/city/town as secondary to the complaint. Thus way they will be held responsible if he can not be found. He was their representative/employee.
The point is, he could be working at another department where our gent here could be in the locality of and this dirty cops would restart his 'quest' again, at another dept. These dirty cops need to loose their legal ability to enforce law anywhere.
Or in a reasonable situation when the Mayor, police chief, etc is in a meeting they say give me five minutes to wrap this up and I'll be with you. I wouldn't expect someone to be sat there not doing anything just in case one certain person came by, but definitely make themselves available.
Detains the wrong person, then gets on the radio and calls for every available unit for an unarmed man? Talk about escalating a situation and making a huge deal out of literally nothing.
The millions of dollars being wasted by all these police departments. There's no reason for no police departments of not having body cameras and dash cameras.

Glen was doing great until the $50M suit for a cop raising a flashlight. People get less than $1M when they sustain serious injuries and are falsely put in jail for weeks. Guys getting out of prison after decades of false imprisonment don't typically get $50M.

There is no federal law for businesses to accept cash as legal tender. Also, the government likes to track your money and where it goes, who you give it to, etc.
Sadly the only one that looked especially stupid is the one looking to serve papers to the city and not even knowing who they needed to serve them to. I could not imagine going into a city's city hall and not knowing by recognition who the mayor and police chief were. They were most likely surprised that they were being served papers by someone that had no clue who they were. 🙄🤦🤣🤣🤣🤣🤣

True. But that shouldn't deter a citizen from filing a lawsuit. We need to make the cops accountable for their own mistakes by getting their pensions. Suddenly, cops would stop violating everyone. Suddenly, they'd know the law and people's rights. Overnight.

She was actually pretty kind. The guy didn't know who he wanted to speak to when he arrived and she did everything she could to help him other than go pull the mayor by his arm.

I think the Mayor and Chief did really well considering. When i was young there was nothing you could do about the police and their power trips, when you went to complain they would obstruct you and if you did successfully file one then that officer or another one would stalk you or your family trying to find something to get you on. Technology made it so much harder then to prove what was going on than it does today, now there are cameras everywhere and many departments track where there officers are and where the vehicle are even off duty. This Tech that was meant to make it easier to gather evidence on citizens has actually made it a lot easier to see what an officer is doing, and every bit of it is evidence all the time so they can’t legally erase or alter it because that’s a crime.
