ISR is geographically in Asia but gets to compete in Europe because of the obvious political issues between it and many countries. It remains to be seen which side will turn out to be correct historically All I say is the EJU and IJF risk being on the wrong side by their current position. Risk is also of being seen as an enabler or worse. May take a century for the issue to work out. But then it might turn out judo was on the wrong side
