I'd say the show's animation was less "Inconsistent" and more "Degrading over time." Yes, it was a inconsistent between episodes as well, but overall, the further you went, the standard of good animation dropped while the standard of bad animation skyrocketed. I own the first season and will sometimes just get my chuckle's worth out of it (usually when either deprived of sleep or incredibly sick), but on the odd day I decide to watch any second season on RU-vid, suddenly everything just becomes worse. Not just animation, even if it is the most glaring of these elements. Season 1 would sometimes include some plots with actual mileage in their concept like a rather source material-accurate first episode backstory, an episode about Mega Man traveling to Wily-conquered future, Mega Man desiring humanity and the old "Heroes and villains team up" episode. The stupidity was also more tame, with stuff like a shrinking episode, Mega Man going to the moon and all non-A.I electronics becoming hostile. In the second season, I can only recall one good idea with Proto Man pulling an act that he's turned good, which actually builds upon some kind of story that never pays off. Instead, the stupidity ramps up signifigantly with an amusement park episode, a robot high-school and evil robot dolls. Curse of the Lion Men was merely a peaking point. The ultimate in this escelation. Here's to hoping that new Mega Man show they were talking about making pulls through.

For some of the worst cartoon episodes of all time, try the third season of "Captain N: The Game Master". (The season paired with "Super Mario World"). It actually makes the rest of the "Captain N" series look good. The episode "Misadventures in Robin Hood Woods" completely fails to make sense.

If focus groups didn't happen, the show could've been revolutionary art-style wise. Why? It's because there were no American cartoons at the time that had a chibi like design (or wasn't freakin' Disney).
