The clutch tool was ordered from a miring shop online. There’s a lot of options if you search *mercruiser clutch tool lower drive*

Are there any oil seals in the lower unit beside the ones that go on the impeller?

Yes. There will be big round seals on the lower shaft housing. Hope this helps.
