Well, if you watched this interview, or any interview of Franzese, he is constantly making the point that the concept of a "mob hitman" is a myth. Some guys kill people because they cant earn, but Scarpa was an earner but did "work" because he enjoyed it. He could have avoided it, for the most part, if he had wanted to but he enjoyed killing people, hence the nickname Grim Reaper.

Most people knew Scarpa was a rat in some form of the other ( had a clear history of doing dirty work for the government) so he was immune from retaliation because they didnt want the fed heat . Fun Fact the Jimmy that worked under Scarpa is the same Jimmy that drove michael to what was almost his final sit down when they thought he was stealing from them.

You do realize Vlad is an interviewer right? The goal of this is to get the interview subject talking. Of course Vlad knows what it means, he is trying to get an INTERVIEW going.
