In ancient Rome, Peter would get a new convert, who has previously, been having people thrown to the Lions or else Crucified. In the catacombs, during prayers and communion, the Christians got together and cursed everyone persecuting Christians, all over Rome. They swore to God that they would curse them for eternity, and prayed that they be damned to hell. Peter would get his newly baptized convert and he brought them into the catacombs, to meet the others. While Peter was gone, the newcomer, would hear his name mentioned, among those being cursed; and oaths made unto God, to curse them forever. That is the origin of the phase, "Cursing and Swearing." It has nothing to do with vulgarity. So Peter didn't sanction vulgarity. It was the swearing to God that these people be cursed and not forgiven that was the issue. The Russian Orthodox Church teaches that violence against someone is cursing and swearing. They curse at someone with the threat by saying, "Your mother and three graves." Jesus went off violently on the Money Changers and attacked them with whips. Ask a Russian Priest, was that action done by Jesus, Cursing and Swearing? They'll answer you, "Yes." No man is above his master. Jesus is a door to enter through, to get into heaven. Going through that door, you'll become just like Him. I can say, that Door curses and swears, and so teaches the Priests of the Orthodox Churches. "Not have I come to spread peace, but rather a sword."
