The age of consent is usually 18 BECAUSE of the things you mentioned, not in spite of them. Everyone is different, and people mature at different rates, so we just put a blanket age on it legally because sifting through every single case on an individual basis would be a legal absurdity, as well as impossible logistically. SOME people might be much more mature at age 15 or 16 than most of their peers, I definitely think I was at that age, but using the exception as a reason why this type of thing is ok in general puts the majority of underage people at risk of being emotionally manipulated, because they don't fully understand the world of people's motivations yet. What you're saying is deeply strange. Physical maturity is not the only consideration when we're talking about human relationships. You're basically advocating for a grown man to be able to be with an 11 year old girl, as long as she's started going through puberty. Obviously a child that young cannot possibly understand what's morally wrong with that situation, and the power dynamic due to the age difference makes it morally abhorrent. I think two 13 year olds having sex with each other is mostly fine. There isn't a power imbalance between them, and even though I think you're too young at that age to fully understand what's going on, it isn't harmful like adult/child situations are.
