Anti-conformity actually means deliberately doing the opposite of what's popular. So the term "anti-conformist culture" is an oxymoron. What you are thinking of is non-conformity, which sadly can't be made into a culture - you'd have to somehow make a culture without any traditions, or common opinions or..... Basically without any traits of culture. That's the whole problem with metal, punk and any other alt culture - it's impossible to stay true to the idea.
