It depends on what country and who is involved, in some countries compensation can be offered and accepted and then no charges will be pressed. In Japan gaijin and gaikokujin (foreigner or outsider) the JPs (Japanese Police) will not get involved in a gaijin on gaijin crime. Traffic accidents between gaijin, but more serious crimes that do not involve Japanese citizens are or were often overlooked. Crimes that were gaijin on Japanese citizens were aggressively prosecuted. It might be because of the U.S. Military and Japan’s SOFA (Status of Forces Agreement) and that active duty military are covered under the military’s court system.
