TUI is a technique rather than a form, that allows goku to reduce his overall stats in MUI state and give the extra stat points to his attack and agility as well as gives him consciousness in UI state. TUI doesn't increases Goku's stats, instead it decreases the total stats and increases the stat points for attack and agility. That's why he was able to overpower gas, not because he has got stronger. More over while using TUI, Goku's durability decreases even further, less than even SSJ blue form. Hence, a indirect hit dealt by beast Gohan will be enough to knock out Goku as granolah oneshot Goku even when he was in MUI. MUI is the purest form of autonomous ultra instinct and susanoo only activates when Goku is in great danger. Other forms are just different techniques of ultra instinct sign.
And don't go to the conclusion that Gohan would never be able to hit Goku. Because granolah was able to hit goku. So it just hard to hit Goku when he is using TUI, but it's not impossible

Even Vegeta commented that Goku's Battle Xp is turning the battle on his favor and Gohan had only 1 Fight in Beast form and Goku had lots of Battles with MUI.. To know the answer about who is stronger between Goku mui and Gohan beast is to understand the nature of the 'Beast transformation' first.. And i've got a theory that i believe may be a satisfying answer to this question and may lead to an answer regarding if Gohan is actually stronger than Goku 'mui' or even tui which i believe he is.. Let me explain. I believe what the actual authors of Dragon Ball Super (Toriyama and Toyotaro) had in mind with that 'Beast' transformation is that it is a 'form' that mirrors the 'Ultra Instinct' form. While we surely know that the Ultra Instinct state is related to the Angels(Whis, Merus and the Pope), i believe in contrast that the 'Beast' state is related to the Beast (the Devil himself or the Demons).. And you can see this source of inspiration none other than in the Bible(!) Where it states in some scriptures(Revelation chapters) of this book that, i quote : Revelation 12 : 8-9 "8But the dragon was not strong enough, and no longer was any place found in heaven for him and his angels. 9And the great dragon was hurled down-that ancient serpent called the DEVIL and SATAN, the deceiver of the whole world. He WAS HURLED TO THE EARTH, and his angels with him." Revelation 13 : 11 "11Then I saw another BEAST rising out of the EARTH. This beast had two horns like a lamb, but spoke LIKE A DRAGON. " These two passages of the Bible took together confirms that the BEAST out of this earth is simply the Devil, Satan being casted out from heaven to the earth, thus the Beast is the Devil in the Bible and may be the source of inspiration of the 'Beast transformation' in Dragon Ball super.. And so where does all of that lead us to ? Simple, while Goku get access to the Ultra Instinct States by mastering his tempers and get in a meditative state, Gohan gets access to the Beast form by unleashing all his countenance, his rage lying inside of him.. The change that we see of Gohan's pupils colors from Dark to Red indicates a drastic change in his nature(!) Simply put, and i'm speculating, Gohan beast is no longer the 'Kind' Gohan that we know off in the series, but a Gohan who will get more and more inclined to the 'Evil' Side, to do 'evil things' as an unrecognizable 'Beast' i may say.. So it may be that the more Gohan stays into this form, the more he may become evil or vile as a setback..(?) Another element either in the movie or in the manga that pushed me to conclude that the Beast form is related to 'the hypothetical' Demon world in Dragon Ball Super is that after Gohan Beast in chapter 101(panel 21-22) had used his 'special beam cannon', Piccolo say something intriguing to Gohan saying, i quote : "Well what was that final attack, Gohan ?" Piccolo asked.. Gohan answers : "Well, that was supposed to be a Makankosappo(a special beam cannon)" And Piccolo says : "You call that a Makankosappo ?" End quote. What (?) That's really odd.. It would be strange that Piccolo didn't recognize his own technic used by his student at first, right ?! Thus, It could be that Gohan's Beast special cannon is so different in nature and in an entirely level to that of Piccolo that Piccolo didn't recognize it(?) Or there is more to it (?).. We see in the manga that Gohan special beam cannon is so large that in one panel it can be seen from space, travelling the earth atmosphere.. Also, i never saw Piccolo use such intense special beam cannon neither in the manga or in the anime(??) neither at that scale, and never directly against an energy attack, capable of PIERCING through a massive sized ball of energy such as the one used by Cell max in Dragon Ball super chapter 100.. Which actually means that Gohan Makankosappo is no longer a Makankosappo, but i'm speculating on this.. And to top it off, the special beam cannon is a demonic technic Piccolo inspired to Gohan and is used by demonic, villain type characters throughout the Dragon Ball series(Super Buu, Majin Buu, Piccolo, Cell). Thus it could be that Gohan with his 'Beast' form ended up in that realm. A bestial, 'evil' Gohan.. Now if the Beast form is related to the Ultra instinct form in the way that it mirrors it then it is not farfetched to think than Gohan Beast form is on par with Goku Tui at least and that it is only the beginning for Gohan.. To tap into his 'beast' potential which in a way is a form of bestial, natural instinct and we know there is nothing more aligned to its instinct than nature or a beast. So there is a great possibility that Gohan beast is even stronger than Goku Tui.
For anyone saying cap: Alr let's take goku vs kefla, goku ssjbkk goku couldn't defeat ssj kefla in the anime while in the manga Ultimate gohan and Kefla ssj2 ended up in a double ko, that already proves that Ultimate gohan > Ssjbkk goku, and then we know that in the movie Ultimate gohan is atleast Mui goku lvl (moro arc) due to him being on par or slightly stronger whit gamma 1 who was stated by piccolo to be able to compete whit goku and the last time piccolo saw goku was indeed in the moro arc, and knowing all that there is no reason to continue arguing the fact that Gohan beat the shit out of goku
