It’s likely because there was a Tom and Jerry fighting game for N64 so the models were pulled from that

They likely wouldn't have had the technology for duo characters in a similar way Nintendo lacked the technology to efficiently implement Ice Climbers in Smash 4 due to the limitations of the 3DS
