It depends on what part of the city you want to live in, but I would say that for $350 - $400 you could get a good apartment close to the corporate and central area, while living a little away from the center you will find the same characteristics in terms of comfort and luxury but for half the price, already including expenses in both cases.

unfortunately I have not seen any. They do have brown skinned people but even that was a rare sight for me

Yes, there are afroparaguayans, they have their own communities [kambá kuá and kamba kokué, they're are Kenyan descendants] where they try to preserve their original cultures and add to the whole Paraguayan culture, just like any other communities of immigrants from abroad and indigenous but we are mostly mixed, genetically and culturally - so for foreigners is difficult to pinpoint the differences but we Paraguayans almost by eye can guess DNA ancestries. 😂 Just to add: we had two wars - before the first one our ruler (Dr Francia) banned marriages between Europeans and only permitted mixed unions (we were mostly mestizos around that time). After the first war (1864-1870) that was a literal genocide (for paraguayan mestizos and afro paraguayans that were around 11% of the population: Nigerian and Angolan descendants, fortunately slavery wasn't massive and many who came escaped from Brazil), we needed to repopulate which accentuated the mixing (mestizos + castizos: mostly Europeans, Japanese, Turks, Koreans, Jews, Lebanese, Sirian came but not many comparing to the neighbouring countries because ours was devastated and poverty was extreme) and the low in demographics.
