Those are jokes meant to criticize the circumstances of those regimes, showcasing how ridiculous they sound. Jokes travel more efficiently. That means more people know about those regimes (even on a surface level of a joke) and therefore less chance of them advocating for them (given a reasonable populace). There is nothing that cannot be joked about. Joking does not mean you are making fun of a situation. It's just a different outlook and a more efficient way for information to travel.
