Their relationship didn't downgrade. Penelope is dealing with a lot with her sister and her parents. They went from talking in op's to him flying cross-country wirh her to visit her family in the blink of an eye. They never courted the other cuz, truth be told, they didn't need to. She isn't unhappy with him; he isn't unhappy with her. They're just having a millennial relationship. I bet they'll elope in S12. lol
