This makes it much easier to resist delaque whispers as most go off int and using chem-synths

Intelligence checks aren't always necessary. Most things that require one have another, albeit often lesser, way about circumventing them. I just see very little use for the Data-Scrivener.

Could be interesting in fluff heavy gang

Can intelligence be used to turn on the sprinkler system? What about opperate cranes, lifts and heavy machinery that moves about molten metal?

Maybe the new version will have more need of intelligence checks? Perhaps psychic powers? Otherwise your take seems sound.
