To be fair, the frame isn't that obvious, and even then it's difficult to see. There is no other way of knowing it's already in use. Honestly, all they had to do to make it clear is have it say "Equipped" in the UI, Or even show a little picture for the limb it's attached to. But nah, let's just put a difficult to see frame around the parts in use, that'll make it clear. (Note: I'm talking about the frame when it's on another limb. Say the arm part when it's on the right arm and you are viewing it from the left.)

it actually has a lot more cool features like every time you cut something off it gives you what they have equipped even the weapon and that there is set bonuses and other cool thing but it really is not clearly stated that any of that existences anywhere so it is bad in that regard.

Like being stuck in sand in the deep desert, or at the bottom of a narrow staircase, unable to go anywhere, foiled by stairs like an Old Time Dalek, the end? Sure, if it wasn't an action game. A criminal mastermind game might work, or wheelchair volleyball, or a VR game where the protagonist controls a drone... which then basically replaces the wheelchair-bound protagonist, so we're back to square one: namely that in open world games either we need a protagonist who can move around to do shit or we give him movable extensions which then make the whole wheelchair thing a pointless gimmick. The wheelchair is just there to explain why a character would accept that job offer that involves strapping him into an exoskeleton that allows him to walk again. Also I doubt he would have given his consent if he had been properly told about the details of the procedure...
