Over the many years of the newly named season "Fire Season" lots of sources suggest the firemen have something to do with these because of the huge amount of overtime they are given. Not to mention the police and other agencies. They use fire season because folks are expecting them and since fire fighters know all there is about fires. Just a wild guess but its out there.
