The dam police have qualified immunity for breaking laws but as citizens we are liable to be prosecuted even if we don't know about a law. There are two classes.

US immigration laws allow people to come to the US to seek asylum. Not all of them will qualify, but it takes a judge to make that decision. We cannot legally send these immigrants anywhere else nor do we have the facilities to detain all of them. This is nothing new, BTW.
