Hello everybody. Greg Austin again with another edition
of a better official. Today we're continuing in our newbie series on
foul switching. We are going to go straight from the National Federation of
high school officials manual -- the mechanics manual -- and discuss exactly
what the NFHS says about handling of switching on fouls. This will include
switching all non-shooting fouls. this will include long switches. refer to your
local Association on how you handle this, but again we're preaching from the
officials manual and going from there.
the first thing we're going to clarify is what switching positions means.
Here is how I explain it. think of the court --- there is the North End and there is the
South End. if you are the official on the north end of the court and a foul is
called and we're going to switch positions you will end up being the
official who is oriented towards the south end of the court. Relative to the
court the officials positions on the court will switch. it may be in the front
court. it may be in the back court. the relative orientation of the
officials to the court will switch. all right let's see what the officials
manual has to say:
E: Switching:
1. officials should switch positions on all
non-shooting fouls. officials should switch positions on all non-shooting
foul - for shooting fouls the calling official reports the foul to the table
then remains tableside as trail the calling official has the option of going
to lead opposite the table to avoid a confrontational situation with the coach
bench for example after a technical foul or disqualifying foul the practice
should be rarely used and should be discussed thoroughly in the pregame
conference three the non calling official should
force a switch just prior to the ball being put back into play
see diagram 2-24 1 through 2 - 24 6 for the entire sequence
all right in slide one the lead calls a foul on black three the lead needs to
take care of business at the spot of the foul
identifying the color and number of the fouler as well as giving a preliminary
signal and indicating where the resulting throw-in will be
the off official in this case the trail needs to freeze at least his vision and
observe all players need to be able to deserve all ten players while the lead
goes to the reporting area to report the foul the route that the official takes
to go to the table is very important here the mechanics manual explicitly
states they are to go around the players as the calling official approaches the
reporting area they need to observe both benches and penalize for any
inappropriate action at the table are calling official needs to take care of
business they need to come to a complete stop verbally announced the color and
number of the Fowler while giving the number with one hand mechanics as well
as give an indication of the type of foul
once the calling official has finished reporting the official can thus
administer the resulting throw-in.

Even in CYO and MS games, I still do switching regardless because I don't want to be seen as a lazy ref backpedalling. It just doesn't make sense. Always switch no matter running or stop clock in any game. Simply put. Gives you another vantage point on the other side so you know what your partner is seeing on the other side of the court.

Greg, can you help? Can you help with a rule reference? On a throw-in under the basket, is it a violation if the ball hits the padding under the backboard in play? I couldn't find a case book or rule? Thanks.

Legal play. Only the back of the backboard is out of bounds. No restriction on a throw-in to contact the backboard or the basket. Of course we cannot throw the ball into the basket on a throw-in

That cussion is in bounds and the ball live if the ball goes directly onto the court (as legally on court rules apply).

Last play: Trail Calling a charge from half court??

It is my opinion that the Trail Official handled this well for 2 person mechanics. The play originated in the trail’s primary area and he follows it all the way through to the basket, even though it eventually leaves his primary area, which is spot on what we should be doing. If the play were to then curl away from the basket into the Lead Official’s primary, the Trail would then let the play go. So far, so good. Now, the foul occurs during a fast break scenario, meaning the officials must quickly move from one end of the court to the other. The Trail is well behind on the play, which I wouldn’t fault him for as he is clearly hustling, but the important part is that as he calls the foul, he continues quickly closing down on play. This not only put the Trail in a great position to prevent any secondary action to occur after the foul, but it also gives the optics that he is close to the play and thus able to make a good ruling on it. From the time he has blown his whistle from about a step behind the half court, he finishes his movement at the wing of the three point arc. That’s a lot of space covered quickly. Two person officiating often leads to situations such as these. As long as you hustle, take care of your primary, follow fast moving plays from your primary all the way to the basket, constantly work to put yourself in the best position to officiate the play, and close down on the play after you have made a call… you’re in pretty good shape to have a well officiated game.
