On the wavering wail it sounded like a slide whistle

The siren itself is capable of many tones, along with any sound played through a microphone. Likely their controller is only capable of these three tones.

IMO, these newfangled electronic devices can't compete with the old-school mechanical sirens.

they have to make the sirens have a waver because a solid tone will not work that people will hear it and then they can't tell if it is off.
