Dream on. With so much at stake and these notes being visible next to the websites listed in the search results, it will get spammed big time. Competitors will be falling over themselves to leave negative notes. I can see a whole new cottage industry of businesses selling services offering fake notes. Google will be happy though; users will spend more time on Google and will see more ads, making G more $$$.

so, google wants people to comment on an article without clicking the link and actually going to the page and read it. this would make sense if it was a message to the writer of the article which only the writer can see. This way, it is just a competition spam tool. 999 spams and maybe 1-2 actual "note"

So this is an answer to Reddit, except human moderation are replaced with AI, and is on a website that everyone, even grandma, uses. This is not going to be abused at all. And business owners will definitely not self-promote all over the place.
