@@KeiranCounsellKC1994 No, because Steven Moffat is a longtime fan of Doctor Who and doesn't want to destroy it. Michael Grade, on the other hand, actively tried to get the show cancelled because he didn't like it. Therefore, Grade makes more sense for the joke that the OP is trying to make.
Whether or not the person who made this video likes the shows is irrelevant to the point that it's trying to make. It's a comedy show and this is a joke, the joke being that the writing quality for both shows has dropped. Maybe the person who made this likes the shows but doesn't like the direction they've taken. Besides, who said this is one person's view of the shows? This sketch is part of a TV show, and those tend to be collaborative efforts.
+Misty Michalinos If you take a close look at pictures of Benedict Cumberbatch in an open neck shirt, you'll see that he does have a long neck. The puppet designer(s) decided to exaggerate that for comic effect.
