That's a tricky question to answer, because the Sandman comics aren't separate from the DC Universe. This is in the DC Universe. So in a sense, yes. The Dream Realm that Nia walks through is the same as The Dreaming from The Sandman, and the waking world is also the same one, in that it's the same one where the Justice League lives. Hypothetically, there's no reason she couldn't bump into Morpheus some day. But if you're wondering if it's part of the same universe as the Sandman and Dead Boy Detectives Netflix shows, then no. That's its own thing. Although the possibility of Neil Gaiman and Allan Heinberg taking an interest in the character of Dreamer and DC allowing them to put her on Netflix is technically more than 0. But I'm not aware of any such discussions taking place, so that's purely hypothetical.
