Nile Dam Dispute: Can Egypt and Ethiopia Strike a Deal?

The Grand Renaissance Dam on the River Nile will have cost almost $5 billion dollars once construction is completed. Ethiopia believes the dam will revive its economy, and pull millions of people out of poverty. But Sudan and Egypt are concerned. Cairo fears if Ethiopia fills the dam too quickly, they’ll be left without enough water. For years Egypt and Ethiopia have held tense talks over the issue but have failed to reach a solution. Now, Ethiopia says it’s going to start filling the dam next month with or without a deal. So, could this spat over water lead to war?

If there are few people in the Egyptian politics and mainstream media that think like you fairly, we could have eradicated all the animosity and stand with brother hood! We never want to see any Egyptian fellow to suffer due to what we are doing on the nile, but the Egyptian has to recognize too that Ethiopia needs Nile to give light to millions of poor Ethiopians living in darkness!!!

Neither Ethiopian nor Egyptian should suffer from any developmenal projects on the Nile.... It belongs to all if us...Ethiopia, Egypt, Sudan and all the other upstream countries. ....I understand that everyone is getting emotional but that does not help any if us.....Ensha Allah....we will pass all this time and will come all the animosity vanish and people if Ethiopia and Egypt become prosperous together....may Allah give the wisdom to our leaders to solve all the issues peacefully!

I would strike a business partnership with Ethiopia in which Egypt could be installing industries and using free electricity for 20 years while making 10s of thousands of Ethiopians work... The possibilities are endless... Egypt should accelerate filling instead of crying

Why use hydroelectric if it harms other countries? There is tons of ways to generate electricity like solar, wind, natural gas, coal why choose the only thing that harms egypt and sudan?

Fair deal in Egypt’s vocabulary is maintaining the obsolete colonial era agreement which Ethiopia has no knowledge of , and keeping Egypt’s hydro hegemony that has given 55 billion cubic meter water every year to the very country that doesn’t contributed even a drop of water. 86% of the water comes from Ethiopia’s highlands. How could one would move forward with backward looking and stubborn approach from Egypt.

Other media even deletes part of an interview where the Ethiopians raise a question which Egypt can't justify. Anyways this interview is biased towards Egypt. It is making Egypt looks as a victim instead. The Nile is a matter of life and death for Ethiopians too. With Ethiopian population increasing, more than half of the people does not have access to electricity and "clean water". There would be no room for negotiation if USA, Turkey, or China were in place of Ethiopian. They would take their own actions. Ethiopia made one mistake, which is calling for negotiation.

Egypt loses 10b cubic litre per year through evaporation from the Aswan dam, Ethiopia wants 4.9b cubic litre this year. Egypt says its a matter of life and death. Well, the choice is yours and we are going to fill the Dam regardless.

And when you say "manage", Ethiopia and Egypt have a contract that they should fill the dam up in 10 years, and Ethiopia does not want to commit to that contract. It's not just a choice at this point since 90% of Egyptians rely on its water for everything do you understand how many lives you'd be taking? or how many people you would put into poverty because you dont want to honor an agreement. The river Nile is older than borders And there is an international rules about rivers that all nations follow Egypt doesn't want to be an obstacle in the dam building They just want rules and negotiations Ethiopia didn't want any negotiation they just want to run it randomly as they want About war It's not the best solution but Ethiopia won't carry a tone against Egypt army lol

በሀገራችን የጋዜጠኝነትና ስነጽሁፍ ስራ ከሆነው ውስጥ አንዱ፣ ዋነኛውና በዘለቄታ መሰራት ያለበት በአለም ገናና እና የስልጣኔ ምንጪ የሆነ፣ ከእኛ የሚፈልቅና ከ86 በመቶ በላይ ውሃው ከእኛ የሆነ የአባይ ወንዝና አስደናቂው፤ ለምለሙና ለሙ ሸለቆ ሲሆን በአፍሪካ በአንደኛ ደረጃና በአለም አሉ ከሚባሉ ጥቂት ሀይቆች ውስጥ በከፍተኛ አንደኛ የሆነ የጣና ሀይቅ ጉዳይ ነው፡፡ እኛ ሰነፎች፣ ደካሞችና ጅሎች ስለሆን አባይ በጠላታችን በሰው አራጅና ከሀዲ በግብጽ መጠቀሚያና ይባስ ብሎ አረምም ስለናቀን ጣና ደግሞ በእምቦጭ አረም እየጠፋ ሲሆን በተራ ወሬና በዝምታ መመልከትና መትበስበስ ሆኗል ከእኛ ዘንድ ነገሩ፡፡ ለመሆኑ ከ709 በላይ ብሄረሰብ የሚኖርባትና በከባድና ውስብስብ በሆነ ውስጣዊ የዘረኛት፣ የብሄረሰብ፣ የጎሳ፣ የፖለቲካና ማህበራዊ ችግር እየታመሰች የምትገኝ ራሷን ያጣችና የካደች የአረቦች መገልገያ እቃ ባሪያ ሱዳን አንድም ማንኪያ ውሃ በአባይ ወንዝ ሳትጨምር ከምትጠቀም ግብጽ ጋር የራሷንም መብት አሳልፋ በመስጠት በ1959 የተስማማችና ውል የተፈራረመች ስትሆን የውሃው ባለቤት ከሆነች ከኢትዮጵያ ጋር በግል አልስማማም ማለቷ ግን ለሚከተለው ነገር ጥቃቱና ጉዳቱ በራሷ ላይ እንደሚሆም ከአሁኑ ማወቅ አለባት፡፡ ግብጽና ሱዳን በ1959 ያደረጉት ስምምነት በሁለቱ መካከል ብቻ ስለሆነ የራሳቸው ጉዳይ ሲሆን ሱዳን ግን የውሃው ባለቤት ከሆነች ከኢትዮጵያ ጋር በህል አልስማማም ማለቷ የግብጽ ባሪያና አገልጋይ እቃ መሆኗን ለማስመስከር ሲሆን በኢትዮጵያ በኩል ግን ቀባይነት የሌለው ነው፡፡ ስለሆነም በየትም ሀገርና የትም ቦታ አንድ የውሃው ተፈፋሰስ ሀገር ለሌላ ተፋሰስ ሀገር በራሱ ግዛት ያለን ውሃ ለመጠቀምም ሆነ ከራሱ ግዛት ውሃ ለሌላ ሀገር ለመስጠት ፈቃድ የጠየቀም ሆነ የውሃ መጠን ኮታ ለመስጠት የፈረመ የለም እና በኢትዮጵያ በኩል ውሃዋን በነጸ ለመስጠት የውሃ ኮታ መጠን አንድ ሊትርም ቢሆን በተለይም ከግብጽ ጋር በጪራሽ መፈራረም የለባትም፤ ህዝብ በጪራሽ ስለማይቀበለው አታደርገውምም፡፡ ያለህዝብ ስምምነትና ውሳኔ አባይን በተመለከተ ምንም ነገር መደረግ የሌለበት ሲሆን ውሃን በነጻ ለመስጠት አስገዳጅ የሆነ ፊርማ መፈረም ግን በጪራሽ በሀሳብም ደረጃ የሌለና ምን ጊዜም የማይሆንና ተቀባይነት የሌለው ነው፡፡ ትግሪስና ኤፍራቲን ወንዞች በተመለከተ ቱርክ በግዛቷ ላይ ተቆጥሮ የማያልቅ ግድብ ስትገነባና በመስኖ ስትጠቀም ከታች ተፋሰስ ሀገሮች ከሶሪያም ሆነ ኢራቅ ፈቃድ ለመጠየቅም ሆነ ለመስማማት ቀርቶ በሀሰብ ደረጃም ሳታስበው የምተሰራው የእለት በእለት ጠቃሚና መልካም ስራዋ ነው፡፡ ህንድ ውሃዋን በተመለከተ እንደፈለጋት የምትጠቀም እንጂ ከፓኪስታንም ሆነ ባንግላዴሽና ሌሎች የታች ተፋሰስ ሀገሮች ጋር ውይይት፣ ስምምነት፣ የውሃ ኮታ መጠን፣ ፊርማና ሌላ ነገር የምትለው በሀሳብ ደረጃም የለም፡፡ ቻይና 20 ሺህ ሜዋ የሚያመነጭን ጨምሮ ያንን ሁሉ ግድብ በወንዞቿ ላይ ስትገነባና 23 ሺህ ሜዋ የሚያመነጪን በመስራት ላይ ስትሆን ከ5 በላይ የሆኑ የታች ተፋሰስ ሀገሮችን ፈቃድ ለመጠየቅ፣ የውሃ መጠን ኮታ ለመስማማትም ሆነ ውሃዋን በነጻ ለመስጠየት ከማንም ጋር ምንም የምታደርግ አይደለችም፡፡ እስራኤል የሊባኖስን፣ ሶሪያንና የዮርዳኖስን ውሃ ስትጠቀም ፈቃድ ጠይቃ አይደለም፡፡ በመላው አለም ወንዞችን በተመለከተ ሁኔታው በዚህ መልክ የሚሆን ነው፡፡ ታዲያ የአባይን ወንዝ በተመለከተ ሁኔታው ከአለም በተለየና የውሃው ባለቤት የሆኑትን የሚጎዳ እንዲሆን ሀሳቡን ያመጣው ማን ነው? ይህስ የሆነበት ምክንያት ምንድን ነው? መልሱ ሌላ ሳይሆነ ነቀርሳ እንግሊዝ ጥቁርን ህዝብ ለመጉዳት ዘረኛነቷ የፈጠረው መርዝ ሲሆን የእኛ ጅልነት፣ ደካማነትና ልፍስፍስነት ነው በእኛ ውሃ ላይ ህልውናዋ ሙሉ በሙሉ ጥገኛ የሆነች የበርሀ ሰይጣን ግብጽ ለአመታት ወንበዴወችንና አሸባሪዎችን በመፍጠርና በመርዳት ጭምር በተለያየ መንገድ በሀገራችንና ህዝባችን ላይ ጉዳት እያደረሰችብን የምትገኝ፡፡ ኤርትራ ከኢትዮጵያ እንድትገነጠልና የባህር በር እንድታጣ ያደረገች በእሷ መሪነት እንግሊዝን ጨምሮ በውጪ ጠላቶች እገዛ ነው፡፡ ይህንም እያደረገች ጠላት የሆነች ግብጽ በበርሃ ቦታ በሊትር በአንድ ዶላር ሂሳብ ቢሸጥ ከ55 ትሪሊዮን ዶላር በላይ በየአመቱ ገቢ የሚያስገኝልንን ውሃ በነጻ ለማግኘትና ከእኛ ዘንድ ድርቅ ሲሆን ለእነሱ ግን ውሃ መጠኑ ሳይቀንስ ሁሌም እንዲደርሳቸው የሚያስችልን ፈርሙ የሚሉን ናቸው፡፡ የምንሰጣቸውን አንድ ሊትርም ቢሆን በደስታና በምስጋና መቀበልና ወዳጅ መሆን የሚገባቸው ነገር ግን በእኛ ድክመት፣ ጅልነትና ተራነት ንቀውን በነጻ የምትሰጡኝ ውሃ መጠኑ ይህን ያህል መሆን አለበት፣ በድርቅ ወቅትም እናንተ ትደርቃላችሁ እንጂ ውሀ ግን ላትቀንሱብኝ ፈርሙና ግድቡን እኔም መቆጣጠር አለብኝና ሌላም የሚሉን ናቸው፡፡ አስዋን ግድብ በእኛ ውሃ ገድበው ሀይል ማመንጨትን ጨምሮ እንደፈለጋቸው እየተጠቀሙ ነገር ግን ስለህዳሴ ግድብ ያገባናል የሚሉን ሲሆኑ ችግሩ እነሱ ሳይሆኑ እኛ ነን፡፡ ንቀውን ሲሆን አሁንም የማንነቃና ሰው የማንሆን ጅሎች ነን፡፡ ስለሆነም ስለሌላው ነገር መደስኮርን አቁሙና እንደ ዘመኑ ሰው በመሆን ቁም ነገር አውሩና በተለይም በተግባር ሰሩ፡፡ እምቦጭን ከጣና አጥፉ፡፡ አረምን በመንቀል ለማጥፋት እንዴት ያቅታችኋል፤ ከአረም ያነሳችሁ ከንቱዎች ካልሆናችሁ በስተቀር፡፡ ህዳሴ ግድብንም ሆነ አባይን በተመለከተ ከማንም ጋር ምንም አይነት ፊርማ ኢትዮጵያ መፈረም የለባትም፡፡ ሱዳን በ1959 ከግብጽ ጋር የተስማማች ስለሆነች ከኢትዮጵያም ጋር በተናጠል መስማማት አለባት፡፡ አልስማማም ካለች ግን ለግብጽ አጋዥ ሆናለች ማለት ሲሆን የሱዳን ህዝብ ግን አረቦችን የሚጠላና ከኢትዮጵያ ጋር የወገነ መሆኑ ታውቆ በኢትዮጵያ በኩል ከሱዳን ህዝብ ጋር ብዙ ስራ መስራትና ጉዳዩን ለህዝብ ማሳወቅ የሚያስችል ስራ መስራት ይገባል

Mediators play an important role in negotiations. Egypt sought to bring in third parties b/c almost 10 years of negotiations have not yielded a final result but we may get there and Egypt has not been colonized for a long time.

Egyptians never know what fair means! Egypt's contribution to the nile water is 0% but it has been consuming 55 billion cubic meter of water annually. Ethiopia contributes 86% of the Nile water and the source of the nile is in it's territory but it was not part of the 1929 and 1959 Egypt and Sudan treaty...and its share is 0%! That is what they call it fair! We never had and will never have the desire and to control the Nile flow or devoid of water to Egypt and Sudan. But, we have a full right to utilize our resource and we don't need to ask anybody's permission to do that. God gave the river to all the nations: Ethiopia, Sudan, Egypt and the other Nile basin countries! It is enough for all of us if we come together and talk in a civilized manner rather than plotting conspiracy and military intimidatations which Egyptians have been implementing for decades. Now it is enough!!!

The Nile is one of more than 260 so-called “international drainage basins” throughout the world where water and related resources are shared between two or more nation states. Therefore, the Nile River must be used and treated the same way other countries in other regions and continents are doing with other 259 international basins located in each and every country individually as well as on the basin levels collectively. The Nile river issues have to be seen and solved the same way with other 259 international rivers basins. That means there is no what so ever any reason and also no one will allow that the Nile River issues have to be seen or treated differently than other 259 international basin rivers worldwide are. UN or any other bodies must see the picture this way, not being hijacked by the known trouble maker Tiny England that promised weeks ago her alliance with Egypt though its foreign minister saying she will side and coordinate with Egypt regarding The Nile. We know that faraway tiny country is behind all this including using/sabotaging/manipulating the UN, EU, USA and so on. We know the Enemies of Africa are siding with Egypt not to benefit Egypt but to hurt blacks/Africa by stopping/disallowing using their own resources that would make them developed and self reliance. what would the Egyptians be getting if you built a dam to produce more electricity than is needed for your country? They would get nothing other than losing water ( a resource more than 90% of the population relies on ). Water is a life necessity. I think people did fine before the production of electricity. Other than the fact that this production may endanger the life of many Egyptians, you can use other sources to produce electricity without harming anyone.

How is India using and treating her transboundary rivers in her territory? What about China, Turkey, Russia, USA, Canada, Latina America and all nations world wide? Is there any transboundary water agreement between nations and how it looks like? So, any Nile water agreement between the Nile basin nations has to be the same way with other transboundary rivers in other regions and continents. There will be no what so ever a different kind of treatment or agreement dealing with the Nile river issues but the same way going on with other rivers worldwide. Egypt is not even bordering with Ethiopia. It is thousands km away from the Ethiopian highland where the Nile comes from. So, she has to deal with a country bordering her, not with Ethiopia.

There is no such thing as "transboundary water" water is a natural resource just like oil, gold, minerals as an example. The water that is in your territory is your water just like any natural resource. Just because your water flows into other nations territory doesn't mean the other nation has an outright share of the water, it has a privilege of using it's neighborhoods water but not an outright right.

The real question is, Is Ethiopia really suffering a lack of water? The answer is no, they have clean water all the year long with massive quantities. On the other hand, Egypt suffer a real problem with the lack if water, A 100 million citizen nation with very limited resources of clean water and there's international stats prove this statement. Ethiopia have the right to use Nile water for generating electricity, they need to make real economic & human development and they have the right to do so, I hope the very best for them as they are African brothers but they have to think about the lives of their neighbors who need the water to survive not to just lighting factories. We must reach a deal that make all parties safe and satisfied.

About the dry seasons, we are talking the dry season is in Ethiopia, not Sudan and Egypt which doesn't receive much natural rainfall. That means while Ethiopia is in a dry period and itself is in critical water shortage the Egyptians need we release water from the reservoir for them. If they need this that means our dam will be their reservoir and they have to pay for that service.

I feel really sorry for those who seat for negotiation with Egypt. It is difficult to negotiate with someone who knows the truth but run away from the truth and trying to be an obstacle for the dam. The Nile river has dozen of sources (branches), if Ethiopia uses those source for irrigation, Egypt will receive very minimal water amount but Ethiopia didn't do that. Ethiopia has so many other ways to utilize the river if they want to hurt Egypt but Ethiopia is a God fearing country that never intended to hurt anyone.

The nile river drying out due to the GERD dam is more than unlikely, and infact Ethiopia has agreed to extend its initial plan of filling the dam from two year to seven years which is a fair compromise. The main issue is the filling process of the reservoir during drought seasons, Egypt wants the GERD dam to compensate the Aswan dam which is known for its water inefficiency hence a pretty much unfair deal plus Egypt also wants Egyptian engineers to get a Position in the GERD which is another ridiculous request. Now I believe both sides have to compromise and settle on a deal soon rather that exacerbating this simple conflict for political gain which both are guilty of. Another thing is asking Ethiopia to wait for a deal that has not shown much progress in the span of 10 years is laughable, if there is a deal to be had then it show be finalized at the established time.

The country’s economy is growing rapidly and the growth is not sustainable without efficient electricity/power meaning people will struggle to feed their children/family so when you look at at it from our prospective the Dam is very vital for our survival. In fact Egypt can live with out Nile river. As studies shows, Egypt has the largest water recourse better than any African nations. The problem in here is that Egyptians considered themselves as Nile river is created for them. This is absolutely insane. We can only speak about 'fair agreement for all' once there is a fair use of water agreement in place, which we do not have. It is difficult to negotiate with someone who states "everyone deserves fair use" but continues to use a colonial era agreement to claim historic hegemony - Treaty signed by Anglo-Sudan and Anglo-Egypt (1929), - agreement entered between Sudan and Egypt, blatantly ignoring all of the downstream countries(1959) giving Egypt 68%, Sudan 38% and the rest to evaporation, - and UN International Water Resource Guidelines, The Law of Transboundary Aquifers, which outlines "a concrete step forward towards the peaceful sharing of groundwater resources", SHARING here being the operative word, which as it stands there is no agreements that state share of the Nile. Besides the fact that these countries (Egypt, Ethiopia, and Sudan) neither ratified nor signed this agreement. FACT: This dam is a none-consumption project, we are not talking about water sharing yet. Ones we start talking about SHARING, we can all start reciting UN treaties. It is important to remember, the only reason Ethiopia is in this conversation is out of goodwill. Until then let us take a moment to appropriation an African country has funded and built one of the biggest hydro-dams in the world, which will help millions of African's, a true pan-African project.

Okay, If Ethiopia wants to build a dam they can build one to generate electricity. But why do they need to build one that generates more electricity than they need? 32.5% of Egyptians live below the poverty while in Ethiopia only 22% live below the poverty line. Now, if the resource Egyptians purely rely on decreases its production by 14% can you imagine what their poverty situation would look like? I am well aware that Ethiopia has a great deal of poverty as well but generating electricity in their country can increase the poverty rate in Egypt as well as decrease the employment rate (since they rely on farming). So who is the selfish country in this case? Increasing poverty in another country to produce electricity (that is more than needed for your own country and also not a basic life necessity) for your country. There are other solutions to this electricity situation. Rather than spending 5 billion dollars on a dam, it could've been used for renewable energy products (solar/wind/geothermal) , nuclear energy projects, and fossil fuel energy projects, all of which are reliable sources of electricity. But willingly making a country go into poverty just for your own country's benefit?

It is a very good program. However, what I had noticed is the general public of Egypt is not well informed about this issue. First fillings are totally out of a question they will not have much impact on any country. The other thing is the excellent hydrology in the basin favor this filling. It is not really about the river or technical issues it is a politics that poison the Nile.

The only water source for Egypt is the Nile River, where it contributes to 98 percent of Egypt's water. Egypt has already agreed with Ethiopia to build the dam, but without affecting the water of Egypt, Ethiopia has refused to extend the period of the dam’s mound to 7 years, as Egypt has requested, so that the damage is minimized, given that Egypt Ethiopia suffers from water poverty, do not understand that their problem is electricity, while Egypt's problem is water, and thus it threatens the lives of 100 million Egyptians and threatens agriculture

The Nile is not owned by anyone. The Nile belongs to everyone since the time of the Pharaohs. On the wall of the Pharaohs there is a saying, when the Nile is low, let Pharaoh's soldiers hurry to remove what hinders the river. Our right to the Nile is historic, and you want to prevent us from our right to die a hundred million Egyptians without any reason

Ethiopia will not go hungry for Egyptian to live anymore. 1) Egypt has huge ground water resources to sustain all Egyptian for thousands of years. They need to Utilize that. Good example. using ground water is Libya. 2) water desalination plants. using Red Sea and Mediterranean see. Good example using desalination water is, Saudi Arabia and Israel. Egyptian should do that for the sake of the ppl of Egyptian and for 11 other African countries. Because population is booming. They gone ask for their fare share as well.

Ethiopia should and will start filling using the rainfall, its common sense.if not now it will have to wait for the next rainy season , egypt wants to unreasonably postpone/extend the starting/duration of filling the dam, this shouldnt be used for domestic politcs .

Egypt and Ethiopia will not strike a deal unless Egypt face reality. Because Egypt has been beneficiary of the Abay(Nile) river, it doesn't mean that is theirs. They should thank Ethiopia for allowing Egypt to use the water freely for many years. Now, Ethiopia wants to use the water for hydro and Egypt need to come to terms and accept the reality. Egypt can purchase allocated water from Ethiopia in addition to buying foods from Ethiopia on discounted rate. Egypt can't claim what is not theirs. It is absurd and stupid.

Egypt had nothing to say in the past when took most of the Rivers share during the colonial era treaty w/c included Egypt and Sudan, but when we(source for about 85% of Nile) start to use she gets worked up and talks about fair share. we all know what Egypt mean by "fair".

Why build dams to make power when you can make power out of any slow moving river or stream by installing a slow speed water power turbines. Wateroter made in Canada makes power in slow moving water and won't harm fish. Next by adding an atmospheric water generators that makes water out of the air, you can make clean drinking water and less filtered irrigation water anywhere you have moving water. These are off the shelf products and can be applied to make food, power and water. We can do this, the World can do this. I don't work for or sell any of these ideas or products.

Thank you for mentioning how long it took to build a dam ' a decade.' What was doing Egypt at this time; using old tactics 'blocking the building of a dam. By using the name of 'diplomacy', look for a neo-colonial sponsorship, as it has done it in the colonial period. Instead of looking other options conserving water and other solution to compensate the water loss, when Ethiopia starts filling the dam. So my advise to Egypt is that, grow out of crying like a baby saying ' all is mine' a fairy tale that was told her by it's colonizers. Coming together with the Nile children to cheers the water is a wisdom.

This is wrong, as soon as we knew Ethiopia was building a dam we started saving water, and guess what? You are willing to make millions of people die of thirst for just some electricity, we lose drinking water, agriculture and fishing resources for them to get electricity when there is many ways where they get a lot more electricity, but we don't get robbed as much as we will.
