To convert in percentage terms. Return usually is not shown in number it is reflected as percent. More examples 0.10 in percent would be 0.10×100 = 10% Same concept applies over there 1×100=100%

How can Government securities be considered completely risk free? Last question of MCQ states it's true but there are risks associated with debt fund right? Please clarify.

Govt securities are considered as risk free investment because it represents the safest investment option available. Since it is issued by the government, the chances of default is rare. As govt along with central bank can always hold the power to control money supply in economy through monetary and fiscal policy there is no chance of defaulting upon public money. So you must consider that here risk is indicating the default risk and not the change in market rate.
