I did with a thin piece of wire but maybe I’m missing another water outlet. I watched other videos of Evinrude Anglers running and they too had only a light stream of water being ejected from the holes

If it’s seized you can use a flathead and pop it free by sticking it inside the carb. Or use a pick with a curved hook and lift it out
