It is time for the newest instalment in that beloved cinematic automotive RU-vid experience where we film practical cars that can be bought for less than £1,000 in a manner befitting of their inexpensive value! This may go horribly wrong...
This time, we sink to the lowest possible depths of thrift and examine a 2006 CityRover, much against my own personal wishes (not really)! Be prepared for terrible electric window switches, a broken parcel shelf, an old Peugeot diesel engine converted to run on petrol, a rather dodgy bonnet release, seats that are less than comfortable, a surprisingly easy to open fuel flap, powerful air conditioning, hardly the last word in interior plastics and generally little of any consequence at all! Nothing untoward, then...

Congrats on uploading :) I think the 475 stands for 4 cylinder and the 75 is the stroke length. That’s a guess thou, because the 483 had that logic :)

Such a pity the Rover name was ever attached to this contraption. Shocking build and I believe the crash testing was scary.😮. Had to smile at 31000 miles showing and the steering wheel already delaminating, all the panels seem to fit where they touch though 🤣. Great review, loving your "no budget" series.

Yes, not really the last word in quality, but then I don't think that it was really expected to be so. I am pleased to have finally got this up, it was fun filming this and Elliot definitely understands the irony of owning it too. No Budget Reviews certainly does allow for some interesting experiences...

really enjoyed this review, my neighbour bought one brand new and this brings back those memories. I always thought it looked a little odd and not really a Rover.

Yes, there were some bargains to be had, even when new! Some people quite like the styling, I suppose that it isn't too bad, maybe the proportions are a bit strange. Certainly quite different from the rest of Rover's range at the time!

Getting quite rare now, fewer than 500 licensed. SORN numbers are a little higher so becoming a collector's item for AR/MGR fans. Had the chance to buy one in 2012 for my wife but went for a Ka instead (which we still have). Still wonder about how the CityRover would have fared though. Well equipped for its time and this one is a nice colour! Hate the font used for the Style badge on the boot and the Union Jack is surely someone having a laugh. Great review Joseph.

Yes, I think that the rarity was one of the main attractions for Elliot, along with the irony... You did well to get the Ka, despite the rust issues they suffer from. I have driven one, and they are significantly better. Yes, not a fan of the Union Jack on the back either. Great to hear from you again, sir!

I remember they didn't want to send TopGear a CityRover when they first came out. They sent James May undercover to go drive one. You can see why they weren't keen to give them a car, the build on these is shocking. You can really tell MG/Rover was on it's last legs at this stage.

They were still making some good cars towards the end, and the P6, 800 and SD1 were not without their problems (looking forward to reviewing all of them on the channel in the future if possible), but this was definitely a step too far! Thanks ever so much indeed for watching.

I won't lie, it's quite entertaining to see some quirky cars alongside those that people might actually want to buy. The only CityRover I've ever seen is that from Top Gear, so it has been interesting to see just how bad it is. 😂

It really was very bad. The owner has long since sold it, and bought a better contemporary Rover (I am a bad influence on him).... I drove another in 2012, and that was terrible too. Even the battered old Corsa C I drove recently was better than this, and that had three times the mileage.

Just watched the Furious driving review also, small world 🌍 The City Rover in my opinion, ‘Crude but honest’ (I had a Select) Ps: Good luck with trying to procur new front shock absorbers, I gave up. 🙁

We did both review the same car a few days apart and he also filmed my 45 V6 Connoisseur on the same day as the CityRover, so that should be coming up on his channel soon. As for the CityRover, all I can say is that the next episode of No Budget Reviews is on a car that was almost a CityRover, again from another manufacturer who were going to let Rover rebadge it for their own purposes, but the deal never went through, and the Tata Indica was chosen instead.

Great review Mr Lloyd, this car just tells the story of how things had gone for Rover in the end, I was lent one of these in 2007 for a week by an employer I worked for. Personally I found the car to be fine to drive, reasonably nippy and did the job that was asked of it. I think Rover definately overpriced the car, £4500 was probably all it was worth, and I’d feel sorry for anybody buying one on finance.

You are completely right, massively overpriced car, very poor quality and now Elliot has sold it! It was quite nippy, but the gearchange, ride, driving position and general feeling of the car was just one that I wanted to stop driving as soon as possible.

@@willswheels283 , that's very strong money for a CityRover. They tend to be a bit less than that, however, they are starting to disappear quickly, particularly with the connection to Ian Seabrook, so prices may start to rise, unbelievably. I drove one first in 2012, and it was awful, and so I wasn't massively shocked when I drove this one last year. It hadn't got any better.

@@lloydvehicleconsulting TBF I’ve never seen one for sale for less than that recently at least with some decent MOT on it anyway. Ian does like his quirky and cheap cars, he celebrates “the average” which I go along with tbh I think he will often judge a car based on its own merits and shortcomings and not necessarily comparing it with other cars in the same market or judging it based on media reviews. I heard plenty of warnings about cars with the K series engines and the head gasket woes, I’ve since had 3 cars with that engine and been pleasantly suprised by it. For me the CityRover isn’t a Rover, despite wearing a Rover badge, it gives itself away as a 90’s Tata. Rover may have been better off just updating the Metro.

@@willswheels283 , I do try to be as fair as possible when making a review, but there are some cars which are genuinely terrible (we haven't actually found that many of them in the channel's lifetime), and the CityRover is one of them. I have a huge number of MG Rover era cars on the channel and have liked pretty much all of them, whereas at the same time addressing the K Series head gasket issue in many of them. Some people never have any problems with it at all, whereas others have had them fail multiple times during their ownership of the same car.

It's an older design than the Tata Nano for sure. These were some of the biggest wheels available for the CityRover, if you can believe it.

A friend of a friend is a motor trader, and he has one of these on his lot. He got in part ex about a year ago, and tried to sell it for £200. No one was interested. Then the MOT expired, and he just dumped it in the back of his lot. I'm tempted to offer him £50 for it if he puts an MOT on it, just so I could use it for a year as an utterly no-consequence runabout.

Well, I think that Elliot, who owns the car, quite likes it from the point of view of being a bit unique. Certainly would be interesting to save another one if you are able to do so, they certainly are going to increase in rarity within the next couple of years.

Cityrover advert: The new cityrover, with loads of legroom and heaps of headroom. They do have quite alot of headroom. Not sure about legroom. Have not sat in one.

It's a common issue on these, apparently. It's nice to have a leather steering wheel on this top specification model, less than wonderful to have it disintegrate.

Lloyd Vehicle Consulting used to have a 45 myself an 04 impression in royal blue. Still see it driving round my town :) driving an MG ZS suv now. Only 7 months old and now MG have the facelift. Not happy lol.

I ‘Can’ recommend this car, with 39,860 miles on the clock & a bargain basement price of £150, spares or repair, (won at an EBay auction, I was the only bidder 😊) Two cheap newish rear tyres later & it passed its MOT ! This car never let me down, cheap motoring at its finest, & I do agree, the A/C is excellent....❄️

@@casualagent7250 , yes, there are some cars which suddenly become a bit more appealing when they hit the sub-£150 bracket.... I will see if this is the case with the one I have been offered for review later in the week. Predictably, CityRovers are more common in the Midlands, Elliot's one is the only one I have seen in Hampshire.

TATA does make way better cars now. When I went to India there was a small car called the TATA Tiago and that was even better to drive than a Ford Fiesta

Yes, they have come an awfully long way since the first Indica, and have improved many things at Jaguar Land Rover since they bought the company in 2008.

No, they are really terrible. I have driven two of them. This one is probably one of the best left, and it is still absolutely awful. I speak from experience having owned ten Rovers of my own!

They are absolutely appalling. Totally unworthy of the Rover name (I am on my ninth Rover now, so I do have some experience of them), terrible to drive, absolutely the worst car I have ever had on the channel. I have actually driven two of them....

@@user-cu6eq9rh4l, you know the answer to the question, sir... Mr Richardson and I drove this car on the same day. Afterwards, he actually regretted giving the CityRover too much of a neutral review, and agreed it was awful. As I say, I drove two of these eight years apart. They hadn't improved by 2020... Much as I very much respect both Ian Seabrook and Captain Mustard, I don't necessarily share their taste in cars at all.

I had city rover select 1.4 2005 with only 24000miles on clock old lady had it from new to use to go shops got when I passed my test in 2010 paid £1.050 being 6ft 5 couldn't fit in in so gave my mum to use couple months later sold it for £1350 now can pick these up free or less than scrap value to be fair they are shite

That is some quite impressive depreciation! You also did well to make a profit on the car. Yes, they weren't great eight to ten years ago, although they do have some ironic fun value now.

This car was a sign of utter desperation near the end of Rover. It was already pretty apparent that the company was nose diving before this but this car was dire even in that context. If the car had been sold as a super budget economy box there is a space for cheap basic transport for people with low expectations (Suzuki sometimes serve that market pretty well) but these weren't actually that cheap and it devalued the Rover name to slap it on this.

I have driven a 2006 Suzuki Alto, and that wasn't great, if I am honest.... This seems to be even worse, though. They did reduce the price towards the end, but it wasn't quite enough.

Many years ago I had a Daihatsu Charade, tiny little thing. At the time I had a 120mile round trip commute and wanted a cheap and reliable car to rack up miles. I paid peanuts for a second hand and put about 30000 miles on it in short order. It wasn't a petrol head car but it was faultless and frugal and did feel like a property engineered (albeit very small and cheap car). Daihatsu did small cheap cars well, that's the sort of market that might have been made for the Cityrover if the price had been right and if it had been better sorted. However whereas the Charade felt like a cheap but still well engineered car (for what it was) the Cityrover seemed too expensive and half cooked.

Hello Joseph . I've just seen your interview with Boaty's world so I thought I would watch your review of the Rover Cityrover. I'm not keen on the passenger airbag module just plonked on the dash like that . I just checked for cars forsale and they arent that many to buy so Boaty better hurry up and get one soon before there arent any left. From your review they sound like a poorly developed car .

Trust me, sir, they really are that terrible. I drove two eight years apart, and they were both really poor. Elliot has now sold his CityRover in favour of a Rover 45!

I have watched Furious Driving's review of the Cityrover today and something occurred to me. I believe that Ford had an interest in buying Rover at the time BMW took over. Apparently Ford wanted access to the excellent Rover 2.0 litre L Series diesel. I think the Mk4/5 fiesta was ready to end production. Unfortunately, I know that it matters not now but I think Rover could have successfully Roverised that Fiesta to be a far far more convincing small car than the TATA 🇮🇳 Indica. I remember well that the Mazda 121 version was much more interesting than the identical Fiesta and weirdly had a 3 year warranty while the Fiesta only 1 year. Ride and handling was class leading incidentally. This I know that the timing would have been 1 or 2 years off but it would have been intriguing. Anyway Rover scored a major own goal with the pricing of the Cityrover. The rest is, unfortunately, again is history. As we know also Ford developed their own 2.0 litre TDCI diesel which was powerful (138) bhp and economical. Though time has shown that injectors and expensive fuel pumps can be problematic. The Rover Diesel would probably have sounded nicer in the Jaguar X Type than the Ford unit also. Que sera sera.

@@seancooke4127 , I can't remember the planned Ford takeover, but it doubtless was mooted at one point. Funny how the L-Series was so highly prized at the time, given that the engine design had a really, really long history. I do remember the Mazda 121 that was Fiesta based, and went in one in South Africa in 2011, funnily enough. I have driven a Mark V with the 1.25 Zetec engine, and they are absolutely lovely on the road. I think you are right, the Roverised Mark V Fiesta would have been a much better idea than the CityRover. Not sure if the L-Series would have been refined enough for the X-Type, though, and anyway, we don't talk about diesels on this channel, do we?

@@lloydvehicleconsulting it would have been because the Enduro indirect injection diesel from the 80s and 90s Fiestas and Escorts was a good enough engine but it made the Peugeot TU Diesel from the same period sound like a Rolls Royce in Comparison. The L Series Rover was already Direct injection right from the Maestro /Montego. I know that diesel is the Forbidden fuel but it has been very popular in Ireland North and South because we generally do higher mileage because our Public Transport is nothing like the mainland network. A friend of mine was stopped by police in the late 80s going almost 100 mph in a Montego Diesel Turbo, Uphill no less. That's power Joseph.

@@seancooke4127 , yes, I remember the XUD. One of my friends had a 205 with it in... It was a bit loud, sir! Indeed, the forbidden fuel is far more popular in Ireland than here. I don't think I would particularly enjoy the scarcity of public transport in Northern Ireland apart from the novelty, personally.

So basically the car is carrying on the BL heritage for poor build and quality issues ? At least there are no apparent rust issues after 13 years ( you say it has an MOT so not as bad as Ian Seabrooks example ). At the end of the day it was at new a cheap car in the East European mould and at the price point I think it is very unfair to pull it to pieces ( it probably can do that itself )

Well, I drove one in 2012 and it was just as bad, if not worse, than this. Elliot's car is one of the best out there, and yet at 31,000 miles it hasn't worn them well. It is my job in real life to provide advice for people looking for cars, sometimes with small budgets like this, and I would be doing them a disservice if I wasn't honest about my impressions of a car. This just isn't up to scratch compared with countless other cars you can buy in this class of a similar for similar money when looking for an inexpensive runaround. I have owned eight Rovers and currently have a 45 V6, so I do actually have a lot more affectation for the brand than some others do.

This is a real illustration of how desperate Rover must have been to survive. No money to develop a new model, but honestly you wonder why they never just called it a day rather than further tarnishing their reputation

The Car that possibly killed Rover! Poor quality, poor driving experience, made by TATA, back in the day this was bad. India make better cars these days though for various manufacturers.

Yes, it wasn't the most sensible thing to do to launch this in 2003. I don't know if it was entirely responsible for the death of MG Rover per se, as there were a great many factors that led to its demise, but it may well have contributed towards it.

Had it have been sold with a Tata Indica badge for £4995 as basic utilitarian transport to compete with the contemporary Ford Ka, then it's just about acceptable. But as a Rover for the money they were asking? No. Just no. Awful car that I refuse to recognise as a Rover.

Yes, it should never have worn the Rover badge at all. I don't really think that the Ford Ka is quite the same as this, the engineering of one of those is a fair bit better. I think that this was Tata's first ever design that was not based on a pre-existing car, though.

@@lloydvehicleconsulting I agree on that too, problems on safety were also persistent, and the cas was severely outdated, by the time this came out, the original Indica already rolled out a V2 for the home Indian market which resolved most of these issues, sadly they never went overseas

They are not that bad lol. Plenty of space, nippy 1.4 engine. Just poor quality inteior but a cheap small car I guess. Perhaps a bit overpriced.

@@lloydvehicleconsulting I have done! Although a very brief drive. When I replaced a thermostat and serviced a friends mums CityRover about 10 years ago and offered to deliver the car back - I just wanted the pleasure of driving it back really!
