Time is gained on turns, not on straights. The car with the Monaco setup would've easily won if it was driven by a human.

well the one with no wings has ground effects but the one with monaco wings doesn't have any ground effects so I don't quite get your point here

No, it doesn't. Both cars have ground effect. You would need a care with and without ground effect and everything else equal.
