After the Cold War ended in 1991 following the collapse of the Soviet Union, many European Nations including the United States overseas presence in Europe, reduce significantly troop numbers and defence spending.
One particular area, relatively unnoticed, was cut backs, reduced training and eventual abandonment of air force asset dispersal systems to be initiated at a time of crisis. The dispersal system was designed to save aircraft assets situated in air force bases at risk from attack from Soviet forces.
