But the nurses complains can be raised on their hospitals admin if the current law applies, but the nurses are asking for DOH to implement beyond the law, such as giving allowance to the non-covid nurses. Also, why is the time given for them to sign documents is only like a week when they are one of the bigeest agency in the government with regional offices and sub offices in LGU, private and public hospitals. Then when the money is release eh few days to go nalang. It is impossible to disburse 100Million or even 1 billion of peso in a week Thus, the COA, the senate and congress investigation all concluded that NO Money is missing and Senate even said that they have to look further because some matters are beyond DOH.

The problem is the pandemic which caused skeletal forces to be assigned not to mention infection affecting those doing the validations, thus delaying the validations. What can be done is to issue an amendment to the republic act where instead of the DOH validation being done before the release of the SRA is done after the release of the SRA and simply requiring that the List is certified by the Head of Internal Audit and approved by the hospital President in case of private hospitals and certified by an equivalent head of internal audit and medical director in case of government hospitals.
