Yes and no. First, you have the problem of clutching. You can't slip a chain and any commercial centrifugal clutch or CVT is going to be VERY unhappey under a mower exposed to dirt, water, and mud. Second, chains don't like running laterally. Basically if you have a vertical shaft engine, you're fighting an uphill battle.
