No you do not need a special tool.
Be very careful with 44 gallon / 205 litre drums. They want to kill you.
Any kind of oil, including vegetable, olive, peppermint, and obviously motor - is extremely flammable in these when empty. Treat like a bomb.
Always use a drum deheader and never cut into a whole drum with an angle grinder.
