It’s literally confirmed that no Marvel characters are stronger than TOAA. He says it himself, that as long as they are bound by Marvel as a verse, they 100% will always be weaker than TOAA.
This was based off of DC Presence, not the infinitely more powerful 'Vertigo Comics' Presence. He is represented in Pt. 4 with his granddaughter 'Elaine Belloc', who inherited his power.
DC Presence is still the God of DC (he is “The Hands”, but he is depicted as being able to be superseded and even killed in DC, while is Vertigo he is depicted as truly above all.
DC Comics Presence is far weaker than the Presence depicted in Vertigo Comics. They may have the same name, but Vertigo’s cosmology scales its Presence far higher than DC’s.
