Why is it not changing? Because it is expensive financially to employ the professionals who are capable. In Finland the government recognises the financial cost is nothing compared to the social and human cost. Governments have caused the push towards medication...it is cheap and quick. Employing professionals who care enough to embrace a helpful perspective is something the governments are not keen on doing, since closing the hospitals and selling off the land to developers, at tremendous social and human detriment.
