inspire is brigitte's passive healing that starts whenever she does damage, proc is a shorthand term to refer to the triggering event, i.e. doing damage

"proc" is a gaming term that basically just means a trigger/activation. it comes from MMOs where it stands for "programmed random occurance" and was used to describe armor/spells/weapons that had a chance to have special properties or apply status effects such as burns. now it is used in many different games to describe anything that has any sort of cause and effect, regardless of whether or not it's random. in brigitte's case, her whipshot has the effect of triggering her inspire passive, thus you use the cooldown to "proc inspire". same with her flail (regular primary fire)
