Overwatch: How is it even possible to detect cheaters with so laggy replay system 

People keep asking "proof" when someone mentions cheaters. How is it even possible to provide any proof when the replay system is so laggy.
I can't understand what the heck he is doing when he shoots. The crosshair seems to be totally off and jerking.
