Probably they just reusing the old rifles from their armory so it didn't just sit there and rust and they didn't have to manufacture newer rifles. In my country the police and military to a degree still used guns as far back to WW2 era weapons for practice, especially the police, they used revolvers.

It's probably a mater of animation choice and balancing for the terrorist attacks. In all honesty I can see Arstotzka fielding AK-47s and AK-74 style rifles and T-72s or T-55s. Kolechia probably would field FALs or G3s and some cold war tank or late WWII tanks like the Centurion, M26, or something.

If I had to guess, they are reserve troops and the bikers were scouts that randomly showed up.
