The costume wasn't even Bluey, but her dad, Bandit.

The guy in the costume was a prick. He said in the interview "hate to break it to you but Bluey isn't real, just like Santa isn't real", which speaks volumes about the lack of effort he put into entertaining his crowd. He sounded like a waiter all pissed off that he got stuck with the kids' table.
