Remember that after season 1 was filmed, it took ages for BBC to greenlight season 2. So, in the meantime the actor had to get other work. I was sad about it as i LOVED Freddie's character.

You guys missed the subtext. I think. When Campbell said “our man passed the test with flying colors” he was talking about Tommy. This was to insinuate that Campbell was behind the Irish agents making Tommy do the hit (which was the test he passed with flying colors)
