Building a retaining wall of this size in Douglas County Oregon requires a building permit. A building permit gives a property owner the permission required to build a specific structure in a specific place. Any deviation from either of these items could result in failing an inspection and withholding of a "Certificate of Completion". The consequences of not completing a project vary widely. The worst case scenario can be pretty extreme and costly. Although I personally feel that well protected private property rights increase the prosperity of communities and protect scarce resources (like my labor!) years ago made the decision not to "fight city hall". For the most part I have found the permitting and inspection process in my community manageable and (I must admit) in some cases valuable.

As a former carpenter, firefighter, fire inspector, fire chief and assistant building commissioner, I was always keenly aware that our 'customers' did not want to be our customers. I could tell stories of certain jobs where the developer/contractor/tradesman/homeowner was in way over their head. When you have buildings 20 feet apart or less there needs to be some oversight so that your freedoms do not encroach on your neighbors. I am glad you are the type of builder that you are, especially in making your videos, in that you strive to do it right AND explain WHY you do it. Most of my job as an inspector was educational, providing the why of the codes. Carry on with your great work and good luck. Just signed up as a Patreon supporter.

.........This series is so dang interesting.......thank you for taking the time to make it, sir. EDIT -- I should add...I NEVER plan on going through this process. I have never built anything other than some tables and workbenches out of 2x4s and plywood. BUT...I very much enjoy to learn about new things. Pretty much ANY new thing. The way you present the material is stellar.

I got lucky. Inspector came out on a pole barn project for which I had not specified any power. He said, "come on, you're going to put power out here" and said he wouldn't sign off until it was in. He didn't insist on a contractor so I did it myself. I've done a lot of electrical work and I know the rules and this really was a pretty straightforward job with no weird stuff (meaning I know what I don't know too and will call in the real trades guys when necessary). He came back out and asked me who I had used, and when I said I did it myself, he said he knew a few contractors that don't do work as good as mine. He passed me on the spot. I do most of my own work in all trades because it's fun and challenging for someone who was (retired) a desk jockey. Overall I've had pretty good luck with inspectors. Maybe I'm just lucky. I also served on my village planning and zoning boards, so I've seen both sides. Sometimes developers really are trying to pull a fast one and need a little coaching. Here again, if we asked for something that actually made sense and could explain why we needed the change, most of the developers would get on board.

Thats not cool. The inspectors job is not to interpret your motives. His job is to make sure that what is built is what was approved and that its up to code. Im glad that it all worked out well, but I dont think that it was called for in any way.

We live in a complex world where government attempts to regulate pretty much everything for the betterment of society. The question needs to be asked when is enough, enough? There are state, county and city building departments who add additional regulations when the incidence of a problem is extremely rare. Who regulates these regulators? Not the voter, he/she is impotent is this regard. Yes, we are trading an increase of housing cost for insurance we won’t get hurt, granted. It is a unarguable reality that over time, regulations will increase and the cost of a home, increases right along with it.

I just finished my house back in August and was a first time home builder. Let me say that as a first time builder my county permit people were the best in helping me through the process and understanding the rules and why. They worked with me step by step and were very prompt in their inspections. Needless to say, some are not as lucky and have a terrible time with their inspectors. Some inspectors can be picky and some could care less. But I know mine were both picky when they needed to be( depth of sewer line under a driveway) and not so much at other times( like when he knew we had a great grasp on what we were doing). So thanks for this video series and now I can look back on the process without all the stress. You know what I mean.

As an inspector for logging road construction, I had the misfortune of working with a few that just didn’t understand what my job was. I was even accused of being on a Power Trip once. That came after they put 5 inches of crushed rock on a road when the contract called for 12 inches. It turned into a big deal, but they had to come back the next season and put the additional 7 inches of rock on the road to the tune of about $65,000 dollars of rock they did not put on the road initially, but wanted to get paid for. I’m pretty sure I was called some ugly things behind my back. Power trip? No. My job is to make sure we got what we paid for, and nothing else.

“They’re used to working with him...” says it all. They don’t have to actually work when the engineer does their part correctly. They can kick back and look important and know they won’t be embarrassed on TV by the structure falling down the day after an “inspection”. You could build the Taj Mahal and they’d see something wrong they wanted to mess with, if you didn’t pay one of the regulars to stamp the plans.

As a commercial electrical contractor I would call for an inspection and intentionally walk the inspector past an upcoming phase. I would discuss my plans and ask his opinion about my them with the intent of making his life easier. He would spend the time upfront to save both of us time and frustration. I learned a lot from doing that. Mostly, developing a working relationship with your inspector is much more rewarding than insisting your way is the only way.

It is really sad that some of the site inspectors don't have a clue of what they're actually supposed to be doing while they are onsite. They bring up things like; your address isn't posted, point out things that do not even pertain to their supposed field of expertise which aren't even wrong anyways, tell you to put in 10m corner rebar when you already have 15m bars there, ask why there are no wires to the wireless glass breaks and motion detectors….i could go on for another few paragraphs…

Local buding inspecotors kept me from moving into my house for 6 months, they demanded I update the entire house(paint patches, sinks etc) including all bathrooms.. there are 3 bathrooms, I could do one thing on one and something else on another, they even wrote me up on one inspection for not having my grass green enough (I had the water bill to prove otherwise). Right before declaring bankruptcy (paying rent elsewere, storage + repairs) I emailed my state representative, met with her, and they called the building and safety supervisor who offered to inspect my house that same day... Needless to say it passes without a single comment. However, on the bright side I learn an incredible amount from this experience and have called the building and safety or engineering department for advice and requirements on numerous occasions. Thanks for the video.

It artificialy inflates the price of the job ,you as the consumer get no better of a job and get no better materials and it becomes costly to wait inbetween steps, its all about the money going to the local government,not the consumer.

On a side note, that old Tom and Jerry anvil rat trap you guys made a while back, you ever watch Shawn woods? Mouse trap Mondays, he has a private website for the kill traps that they won't show on RU-vid, i know many of us wanted to see that thing in action. Keep up the terrific work gentlemen. Great video. I like seeing the Tool Tank rolling around checking boxes. Business owners do a great deal of thankless work and making nice with the laws and inspectors is on that list. This house will be an excellent home for some family to make many great memories in. It is my observation that there are very few homes with the care and concern put into design and build that this one is getting. i have owned a home built in 2004 and now in a house built in 1963. The current home is much more comfortable, efficient, (believe it or not) and built to last than the new house we built. Value is hard to find...and rarely cheap. Thanks for sharing your experience and expertise. Your point about needing to get excavation done without a building permit wasn't lost on me. Business owners carry significant risk. Again, thanks for sharing.

Should have been Red tagged and Fined for starting work without a permit! In Washoe County NV it can take up to one year for your project to pass Planning! Don't tell anyone they are reading and interpreting code and plans correctly, that makes you look stupid. And yes, good thing you used the 'good ol boys' from the golf team or you would still be waiting for a permit. I got a estimate for a permit of a one car garage............$5,000 dollar fee for a $7,000 dollar job! This has now gone too far, we don't want structures falling down but it has reached a level that no longer serves its purpose!

If you ever want to know why building and zoning codes are important, just look at Houston after Hurricane Harvey and the mess caused by poor planning. While Houston still would have flooded, it was made worse by not requiring proper drainage, and allowing what were effectively industrial pollutants to hit residential neighborhoods. We saw the same mess in North Carolina where coal ash pits and pig manure pits flooded out and into residential and commercial areas. Yeah, dealing with Las Vegas Flood Control is a pain in the butt, but before those flood control channels and basins were a thing, it was a lot worse.

It took me 2 years to get my plans through Plan-check in Los Angeles County. They lost the plans and I had to resubmit them and pay a $5.000.00 fee again. When it was all over they made zero changes to the original plans. On the other hand, the Head Inspector told me half-way through the build to "Just take lots of photographs and call me when it's done." I think having all the Building Codes (UBC. UPC. UMC and NEC) and their State, County and City Amendments which I referenced several times during previous inspections when a question arose, gave him confidence in what I was doing. A funny aside here...I was an Assistant Superintendent for a 120 unit development for 2 years and the electricians didn't speak the American language so they misunderstood what an Inspector told them about running wiring through exterior-wall studs: they installed THHN instead of ROMEX and drilled a separate hole for each strand all around 6 houses. It was funny to see but cost the Builder tons of money to replace studs having 20 holes in them.

'It's an infringement on freedom' : I would argue the complete opposite. It is defending the freedom of your neighbours - that to be free of danger, disquiet and damage, due to the actions of somebody else. You might be doing everything right - a lot of people unfortunately don't.

Inspectors do some power-trippy things sometimes, but I'd rather have to deal with them to live in a world like China where there are so many building problems, it's insane. They have brick peel off sides of buildings because of no fasteners, I guess no OSHA regulations, highways being built through neighborhoods, etc. It is a MESS over there. Not their fault because they are Chinese or anything - it's just a society that has been thrust into the modern world very, very fast, so big mistakes happen.

I don't mind paying for permits if there is value received. However, in many places, the permitting process is a joke. I bought a condo in Fl. It was about six years old when I purchased it. I had to replace the walk-in shower because of defective installation. The pan was installed incorrectly, many other units in the condo complex also had to be replaced, where in hell was the inspector. If you live in a multi-family building you need a building permit to install a new water heater. You don't need a building permit to install a new toilet or faucet but for a water heater, you do. The building permit cost $50.00, the plumber charges $100.00 to get the permit. Now you waste a morning or afternoon waiting for the inspector to come. If you want a one hour window, you can get that but, you have to pay extra for that service. When the inspector came he looked at the heater for all of five seconds, never getting closer than six feet and he signed off on the project. In building the condo's they used plastic ball valves for the outside shut off valves that served three units each. They also used the plastic ball valves in each unit. We replaced all of the exterior valves with brass ball valves and many owners are in the process of replacing the interior valves with brass ball valves. Why would city codes allow such junk to be installed?

I’m a “contractor” myself these days. I say that in quotation marks because i’ve always been one to push myself beyond my current position too soon, without really mastering my current position i want to move up. So now here I am, a licensed bonded and insured general contractor for about five years now. Typically when i push myself into higher positions i pick up what i don’t know really quickly. With contracting though its been a bit slower, though i am getting there, day by day i’m better and better but there is still a wealth of knowledge i still have yet to learn. This series is awesome, i jumped in at the mid point and even critiqued a method of yours but decided to run it back to the beginning and am loving alot, learning alot, and laughing alot, particularly at the “its a frustrating process” comment. Thank you for this amazing series that is still teaching budding contractors years later.

Even if the service of inspections wasn't mandated or monopolized by the government, it would still be a valuable service that contractors would have the need to seek out.

A friend of mine moved here to the Rep of Ireland 15 years ago from England..got a site to build a house...it took him 10 years and he asked me when do the inspection process start ...i told him they dont...its up to you to build your house...he could not get use to it ...his was working with the inspection process in england so long he needed they to tell him he was doing it right...after the house was built...he seen that its a better way..You are in charge...its up to you to do thing right and the way you want...nice house and he is mortgage free at the age 55..it took him 10 years, but its the house he wanted...he did have to get planning permission , that took 6 weeks...but then its up to the builder to get it right

Thats what i was thinking...isnt the point of America that you don't have to get the governments permission for everything. I get it if you are building a public building or shopping mall but on your own private land that you paid for is definitely an infringement but at the end of the day its the banks that own this country not the people.

Rules and laws in a civil society are not written for the contentious or craftsman among us but for the unscrupulous and lowest common denominator. Sure they can always go outside the law... that doesn't change the necessity for the rule. I appreciate your comment that it can be frustrating and time consuming but in the end they have a job to do. I also like your comment about "I made the choice" to dig early to work ahead of the permit acceptance. In the end it looks as though your foresight in choosing a professional engineer familiar with the area with a good reputation and your planning of the permitting time into scheduled paid off. Whenever I struggle to get a permit I often find myself thinking "these folks don't know/do anything" than i take a step back and look at the rule set they are operating under and in many cases I dislike the rule not the ruling... also most times I see hiccups in the permitting it is always when not enough time is built in for review. Since the sole source of power of the government is the people and one man does not have the right to do this to another man, the government acts in tyranny in doing this, they have not the right to do it because no one has that right to give to the government.

Yeah, planning permission process is mad. Can be a nightmare if you get a bad contact. By the same token though a good contact can send you through quickly and in one piece. I remember one time we had to do some serious charming and convincing to have a guy at the council go see a trial pit again after a refusal. They had inspected it on the wettest day you could imagine and the site wasn't the driest to begin with (but genuinely good enough ground and hydrology for a house). He gave it one chance and it was perfect but the owner would have been in trouble if we didn't finesse another shot. Don't like that about the process where I am, too much arbitrary control left to human whims.

Very annoying process Need to say no more Even worse in California In high school Building trades was a class I took Small town all the contractors chose a plan it was ordered Lot was chosen permit acquired blessing of school board basement dug All be it 30 years ago it is still about the same process today in that town let’s say to do all that was 6 week and we were learning Now in California it 2 years and 100k just for stamp to start Know wonder we have low affordable housing here

I'm loving this guy more and more each time I watch his video's!!! I usually watch them several times over until the next one comes out!! However, today I saw something I missed the first time! He still carries a "Day-timer"... @1:37 - I get asked all the time why I still carry one of these, and my answer is ALWAYS the same, it never gets a virus, it never needs to be charged, and it NEVER needs a software upgrade -- Until every Jan, I just replace the hard-drive -- LOL!!! KEEP THE VIDEOS coming - Craftsmen with your skill and experience (that are willing to share - FREE) Are few and far between -- Also, a breed like yourself are slowly becoming extinct to those companies that just come by and throwup a house not actually build one, it's LOW BID, low quality, low everything - but speed!!!

Permits, inspections, licensing and insurance are all good things for skilled laborers, contractors, and property owners. However, we are failing when it comes to enforcing these laws. You don't have a law if the law isn't being enforced. As a business owner I am sick and tired of being undercut on work because the permit process is ignored because it "costs too money". An illegal business practice gets away with this constantly and very little is being done about it. Certainly NOT ENOUGH is being done about it.

I cannot stress enough the importance of having a good relationship with the planning and development office is. All the way down to the site inspectors who visit the sites and learn that they can trust you and your work. It’s been quite the learning curve for me and those who work in that department over the last 9 years we have been in business. Thank you, Scott, for always giving us he unvarnished truth and accurate depiction of what goes into these projects. Your “good work” is evident in every video! And now the 'fun' begins. Here's hoping you get qualified inspectors who don't try to reinterpret the codes. When my father owned his own sheet metal HVAC business, he would periodically have to go over the inspector's head, and contact that inspector's supervisor, to get the permit signed off. On the other hand, my father's company had such a good reputation, on those few occasions when an inspector would come by the jobsite and we weren't quite finished with our portion of the job, he'd sign-off on the permit knowing we'd finish the job to code.

Seems very overwhelming. How do people even learn all this crap? How do you learn something that knocks you out like a sleeping pill every time you start trying to read about it haha. People start talking about red tape and I start nodding off quick...

It’s all fun and games until someone 30 years from now inherits a builder’s shortcut. Been watching videos of code violations that have surfaced as part of renovations. Like that pipe you found the developer didn’t have marked. It probably was to code but a lot of good that does for you. It was not only useless but an impedance to your job site and makes you question, if this, what else is not done right.

You just have to deal with it. I’m a residential framer some codes I don’t alway agree with but I’m not a Engineer so you do what’s called out on the plan. That’s what we are being paid to do. As far as inspectors if you treat them like a human most likely they will treat you the same. If you have questions ask them to explain themselves. I think codes and guidelines we need to follow are good, sometimes questioned but good. Think about what it would be like with out them.

My happiest day ever doing construction work was when a building inspector recently told me, "You look like you know what you're doing so we won't require a permit."

So on a addition, does an architect draw up plans or does an engineer do the blueprints? What is difference? Do you need both? I never understood this.

In some, I won’t speculate on how many, communities the home owner or contractor can draw their own plans. If the addition is large or complex, the building inspector might require an architects stamp or an engineers stamp. My experience has been that they will spend a little extra time with DIY homeowners, making sure they are aware of how theentire process should go.

Here, if you do any work before permits are approved, the price of the permits for the already completed work doubles, and a stop order is issued until permits are obtained and existing work is inspected (which generally takes weeks to schedule).

Congratulations 👌 One thing I didn’t know is that the rules of building a house are almost the same as in the Netherlands 🇳🇱 In thought our country was the only one with this amount of bureaucracy 😉

3 weeks is good compared to the UK system which takes from 8 to 13 weeks depending on the scale of what is being built, on top of that you have the building control permit and inspections

Agreed on the "annoying process"... but having seen the shite work some contractors and home owners do, it has become a very necessary evil. I'm sure its just another permit in a long career of getting permits but it always feels good to get it!!

In addition to the plan check process the building permit process is also used to initially value the project for the purpose of property taxes and depending on the municipality, impact fees.

I've never had a problem with inspectors. I find if you respect them and comply they are very reasonable. The plan review process is a different story.... Some codes just are a pain in the rear end.
