The mayor wants to open up safe injection sites for people to go shoot drugs in this area. The majority of Heroin users down there are caucasians. They have a tent community. Black people had these types of dwellings in the 80’s where you could shoot up or smoke in safety. They were called crack houses and everyone was locked up.
