I have a question, for all prop makers and filmmakers, do movies like these and shows like scandal, do they actually film in the White House? Or do they just recreate it?

It's almost all entirely CGI, recreation, or a mix of the two. The White House would very rarely, if ever, permit filming to actually occur on-site. It's the seat of the US government, after all.
