GTA has always had the cultural zeitgeist down pat, if you think this was a warning of the future and not a reflection of how things always were then GTA would've probably made fun of you too.

Back in 2016 when I worked at a factory in my early 20s I had a co worker who was in his early 30s who had only played San Andreas and GTA5 so he didn’t know about these radio skits and he told me “when we go into the locker room today I want you to yell real loud like we’re in an argument, just say whatever you can think of I wanna make people think we’re fighting.” And as we walked in I did this speech about kneeing people in the groin and cuddling wives and schadenfreude and he barely kept a straight face the entire time 😅

No. The Seance callers were all different civilians in the game. That one, specifically, is a civilian who's always in North Alderney. If you have the game, you'll hear him both on the street and behind the wheel. He is not the same actor who voices Packie.
